Cruise ship couples should take the Charlotte Amalie ferry from downtown St Thomas. It's a 5 min walk from the marriage license office.

Red Hook Ferry - Red Hook St Thomas ($5 per passenger)
Leaves St Thomas	6:30am	7:30am	8:00am	9:00am	Every hour on the hour til midnite
Leaves Cruz Bay St John	6:00am	7:00am	Every hour on the hour til 11:00pm

 

The fee of $400 includes all consultations, and marriage ceremony at the time and place of your choice, and certified copy of license and certificate of marriage.
